A fresh governance test is unfolding within the Jubilee Party after former Nyeri Town MP Ngunjiri Wambugu demanded detailed documentary evidence to justify recent internal leadership and structural changes.
In a letter dated May 22, 2026, Wambugu questioned the procedural integrity of key party decisions, arguing that members have not been provided with records needed to verify how leadership changes were made and under what constitutional authority.
At the centre of the request is a demand for minutes, resolutions, attendance records and voting outcomes from a National Executive Committee meeting held on January 22, 2026, which is believed to have shaped contested leadership appointments within the party.

Wambugu also wants clarification on the constitutional provisions used to support the changes, including delegation of authority, appointment procedures, and vacancy declarations.
He further seeks documents relating to internal political arrangements, including cooperation decisions, candidate endorsements, and recognition of party forums ahead of the 2027 election cycle.
The former MP argues that access to these records is necessary to establish whether the party adhered to its own constitution and the Political Parties Act in executing the disputed changes.

In his letter, Wambugu warned that continued lack of disclosure could weaken internal dispute resolution efforts and limit meaningful engagement among party members.
“In the absence of the requested documentation I shall proceed on the basis of the information presently available to me,” he stated, adding that he reserves the right to escalate the matter through formal dispute resolution channels.

The dispute highlights growing pressure on political parties to demonstrate internal transparency and procedural compliance, particularly as they reorganize ahead of the 2027 general election cycle.
Observers say the standoff could set the stage for a wider internal review of decision-making structures within Jubilee if the matter proceeds to the Office of the Registrar of Political Parties (ORPP).
